Sixplexes: As-of-Right in Toronto & East York (TEY) + No Development Charges!
TEY now allows sixplexes (7 units with a laneway/garden suite) fully as-of-right and free of development charges. We have figured out how to build these while avoiding barrier-free units and other building code issues.

Development Charge (DC) Exemptions Expanded
Units 2-6 in a multiplex are now DC exempt. Also, the DC bylaw has been clarified to clarify that laneway/garden suite DC deferrals don’t count against this, so you can build ADUs and multiplexes together. We can still phase units for higher density when necessary.
Semi-Detached Fourplexes & Sixplexes As-of-Right
Have two side-by-side sites? Build attached multiplexes as-of-right, no Committee of Adjustment needed. Three sites in a row still require minor variances. You should also consider minor variances to improve side yards, and possibly partial 4th storeys.
Angular Planes are Back! Garden Suite got F**ked
Garden suites have new angular plane requirements, along with other bylaw changes.
- Action: If you have a garden suite site, apply for a permit NOW before these changes take effect to secure current rules for a full-sized second floor.

- Garden Suites: Apply for permits immediately.
- TEY Fourplexes: Consider adding 1-2 units (potential MLI Select points!).
- New Properties: Focus on TEY or prepare for Committee of Adjustment elsewhere.
- Budget: Plan for steel stud, but we’ll help avoid big costs like barrier-free units or sprinklers.
